The Lisbon Treaty - the European never-ending story. The Treaty which was supposed to be the answer to the post Constitution failure crisis can hardly be called the panacea to the EU’s problems. Rejected in two referenda, raising constitutional issues in Germany, TOL is still treated as an inconvenient obligation that just “needs to be done”.
